Norman City Council adopted the "Idaho Rule," allowing cyclists to proceed slowly through stop signs and stop only for immediate hazards. At stop lights, cyclists must come to a complete stop and yield to all oncoming traffic before proceeding through the intersection. This rule does not apply to e-bikes, electric scooters or other similar devices.
