Personally, in reading the part about the third world, I took it as more of a health and quality of life issue. Hotter weather will make already hard living conditions harder in a lot of third world countries. This could be problems growing food, water evaporation, heat stroke, or any number of problems this could create, possibly even expanding desertification in some areas.
