President Barack Obama’s 2011 budget has “historic” increases for education, U.S. Secretary of Education Arne Duncan said Thursday. Most of the budget is frozen at the 2010 levels — the current fiscal year — but increases include early childhood education, K-12 reform and college access and affordability, he said.  READ MORE
