Lockett defeats Holman in Norman's runoff election

The Norman City Council elections finally have been completed after the Ward 7 runoff election was decided Tuesday by 21 votes.

Linda Lockett received 127 votes, or 54.51 percent, in the runoff election for the ward seat, while opponent Stephen Tyler Holman received 106, according to the Cleveland County Election Board website’s unofficial results.

Out of 7,303 registered in the ward, 233 people voted in the runoff election. That is about 3 percent of the voting population.

Once the election board confirms the results Friday, Lockett will represent residents of the ward, which includes OU’s main campus as well as student housing complexes.

Lockett, a longtime Norman businesswoman and OU alumna, said she and her campaign team knew voter turnout would be an issue this time around because the item was the only one on the ballot. The time between the two elections was also a contributing factor, she said.

“I think we worked a lot harder than the turnout shows, but I’m not surprised,” Lockett said. “I can finally get a good night’s rest.”

Lockett did not receive the majority of votes in the March election, requiring a runoff to secure a solid victory.

Back in March, 342 out of 7,393 registered voters, or 4.7 percent, cast their ballots. Lockett was 2 percent short of winning when she received 164 votes, or 48 percent. Holman and former candidate Brande Kauffman both received 89 votes.

While losing was disappointing because the results were closer than before, Holman said he was glad he had more votes this time around.

Holman and his supporters worked to get people registered to vote and ensure people knew about the runoff.

Both candidates met with students at a forum in Couch Center in April to raise awareness about the election.

“I had no idea how many people would vote. I felt good about it the whole time and I felt like I had a pretty good chance, but just came up a little short this time,” Holman said.

Holman said he plans to return to his seat in the front row at city council meetings and forums, asking questions and working with his former opponent on issues affecting their ward.

After the election results are finalized Friday, Lockett will be sworn into office with her fellow newly elected city council members July 1.
