Police arrest two men for manufacturing meth
A judge set a $100,000 bond Monday for two men charged with manufacturing a controlled dangerous substance, according to the Cleveland County court clerk's office.
Michael Shawn Looper, 30, and Argus Windell Looper, 63, were arrested at a hotel on North Interstate Drive on Saturday, Norman police Lt. Glenn Dobry said. Argus Looper was arrested on further complaints of possession of a controlled dangerous substance and contributing to the delinquency of a minor, but those complaints were dropped in court, said Marcy Logan, Cleveland County assistant district attorney who is handling the case.
A preliminary hearing conference was set for April 1, Logan said.
Supreme Court reviews death penalty appeals
After a serious review of some longstanding capital practices, the U.S. Supreme Court has found that the execution of the mentally retarded is unconstitutional, required that juries -- and not judges -- impose death sentences and ordered lower courts to more seriously consider defendants' appeals claims.
The court's review of capital issues continued Monday, as the justices heard oral arguments in a Maryland case that could set new standards for defense lawyers in death penalty trials. If the justices' questions and comments during arguments are any indication, more reforms could be on the way.
U.S. returns 18 detainees to Afghanistan officials
In the largest release of detainees from the U.S. military prison in Guantanamo Bay, Cuba, to Afghanistan, 18 men once suspected of being dangerous terrorists were flown to Bagram Air Base Saturday. Their plastic handcuffs were cut off. They were offered tea. And then they were driven to a jail in Kabul.
Afghan security officials are now trying to determine just who the men are. One is a taxi driver, whose father works for the airlines. But many of the others are mysteries -- they might be from Afghanistan, but they might be from another country. One security source said that other jail inmates had recognized some of the men as higher-ranking members of the Taliban.
