Norman may vote on a water-rate increase in September and the method of transportation of garbage to the landfill may change, Norman's City Council said Tuesday.

A study session on the proposed 1996 fiscal year budget focused on the city's utilities.

Norman is proposing a $5.4 million construction effort to meet the residents' water needs, including drilling additional water wells and constructing distribution lines. The improvements would be funded by a 15 percent water-rate increase. Norman voters rejected this plan last September.

Also, officials from Norman Regional Hospital want to establish a hospital-based ambulance system by purchasing the Norman Emergency Medical Service from City Hall. They presented the proposal to the City Council Tuesday.
